Today, FMCSA released an updated Emergency Declaration related to commercial motor vehicle operations providing direct assistance in support of emergency relief efforts related to the COVID-19 outbreaks.

DOT expands suspension of hours of service regs for drivers hauling COVID-19 response loads

The Federal Motor Carrier Safety Administration on Wednesday afternoon expanded its targeted suspension of hour of service regulations for truck and bus drivers hauling certain loads related to responding to the COVID-19 coronavirus outbreak. Now included are fuel; raw materials for items like toilet paper and alcohol related to manufacturing items like masks, gloves, hand sanitizer and disinfectants and more.

Following our email this afternoon, we wanted to let you know that FMCSA has posted the emergency declaration and details with respect to targeted, limited relief from Hours of Service (HOS) for COVID-19 emergency efforts on their website. We appreciate the clarity the agency is able to provide now and will be working with regulators and businesses to answer questions that will arise in the coming days and weeks. ATA’s Dan Horvath and our safety team are available to help with questions or feedback. Please read the declaration, and we will call your attention to the section clarifying what qualifies for this emergency relief from HOS regulations.

Following President Trump’s address, we understand that FMCSA will be issuing an emergency proclamation suspending federal hours-of-service (HOS) regulations for operations engaged in emergency relief related to COVID-19. We expect FMCSA to post the specific criteria of this proclamation on their website, including clarifying information about the types of loads and work covered. Motor Carriers and drivers remain responsible for ensuring that drivers are receiving sufficient rest and are not operating fatigued. ATA will continue to monitor any emergency proclamations and will notify ATA membership as soon as they become available. For more information, please reach out to the ATA Safety Policy Team.

Walmart’s press to expand fleet by 500 drivers means tough competition in recruiting — and business

Walmart Transportation, which last year aggressively grew its private fleet by 900 drivers, hopes to continue that growth in early 2020 by adding another 500 drivers in the coming months. The fleet’s expansion is meant to serve a two-fold purpose: To keep up with demand from the retail giant’s sales growth both in stores and online and to bring more of its transportation needs in house — and away from the for-hire market.
